Directs the department of transportation to conduct a study to evaluate the standard approach of setting or adjusting speed limits, specifically the usage of 85th percentile rule.
Requires law enforcement agencies to store physical or other evidence it maintains within fireproof containers or within a fireproof storage area; requires law enforcement agencies to document and photograph evidence before it is stored in a fireproof container or storage area; requires that such documents and photographs be stored in a different location.
Establishes a tax credit for rent paid on the personal residence of certain taxpayers who lease the taxpayer's primary residence during the taxable year and who pay rent with respect to such residence in excess of thirty percent of such taxpayer's gross income for such taxable year.
Prohibits the purchase of single-use plastic bottles by the state and any governmental entity or political subdivision or public benefit corporation thereof except for when required by health requirements, emergencies, or when no other alternative is available or practicable.
Establishes authority for early childcare savings accounts to provide tax benefits for savings for qualified childcare services; provides for the functions and powers of the comptroller; provides for the program requirements and limitations.
Relates to the certification of registered nurse anesthetists; provides that for such certification an applicant shall file an application, be licensed as a registered professional nurse, have satisfactorily completed educational preparation for the administration of anesthesia by an accredited entity and pay a fee.
Requires annual screenings for depression of students in grades seven through twelve; requires the department of education and the department of health to review data pertaining to the results of such screenings for local and statewide trends concerning teenage depression.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Establishes the COVID-19 pandemic response study commission to conduct a study of the state's response to the COVID-19 pandemic; provides for the repeal of such commission upon the completion of the commission's final report.
Requires peer-to-peer car sharing programs provide insurance coverage in amounts equal to the financial responsibility requirements set forth in section three hundred eleven of the vehicle and traffic law; removes requirements relating to requiring additional insurance coverage.
Relates to permitting individuals enrolled in the federal deferred action for childhood arrivals program to apply for professional licenses if they meet all additional requirements.
