Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status, or lack thereof.
Empowers the office of fire prevention and control to, in coordination with the commissioner of the office for people with developmental disabilities and the chief disability officer, provide minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Relates to additional state payment assistance; provides that where there is no agreement in effect for federal administration of additional state payments the commissioner of the office of temporary and disability assistance is responsible for providing assistance to applicants for or recipients of such payments as it relates to applying for, modifying or maintaining such benefits.
Relates to establishing the crime of coercive control; provides that a person is guilty of coercive control when such person engages in a course of conduct against a member of such person's same family or household, without the victim's consent, which results in limiting or restricting, in full or in part, the victim's behavior, movement, associations or access to or use of such victim's own finances or financial information; provides that coercive control is a class E felony.
