Establishes a state SNAP minimum benefit program to provide a minimum amount of supplemental nutrition assistance program benefits that is higher than the amount of federal SNAP benefits.
Enacts the "public university emergency contraception education act" requiring the commissioner of public health to establish a statewide emergency contraceptive college education and awareness program to promote public awareness in colleges and universities and to disseminate informational materials related to emergency contraception.
Authorizes the transfer of pregnant and postpartum incarcerated individuals to residential treatment facilities; requires annual reporting on the number of such incarcerated individuals transferred.
Permits an exception from registration for nonresident pharmacies in cases of a specific patient need or a declared public health emergency under certain conditions.
