Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.

Expands eligibility for the disabled homeowners' exemption to certain surviving spouses; provides that if a person is eligible for the exemption and predeceases their spouse, such surviving spouse shall be eligible for the exemption, provided, that all other requirements are satisfied.
Relates to eligibility requirements to run for the office of president of the United States; requires upon declaration of intention to run for the office of president of the United States, an individual who is currently holding office at the state or local level must thereafter resign such state or local office.
