Prohibits certain state and prospective state contractors to contribute to the campaigns and committees of statewide officials, including any candidate for governor, attorney general and comptroller, for a period of time; requires written notice of prohibitions.
Relates to being a good samaritan; adds "reasonable intervention" as a reason to be protected from liability; provides that a person may use physical force when and to the extent that such person reasonably believes that reasonable intervention is necessary to maintain order, but may use deadly physical force only when such person reasonably believes that reasonable intervention is necessary to prevent death or serious physical injury; appropriates $500,000 for public service announcements and community-based training programs aimed at educating people about the legal protections and responsibilities of being a good samaritan.

Creates the division of regulatory review and economic growth to review regulatory processes and permit requirements in order to facilitate economic growth; imposes a two-for-one rule reduction requirement.
Provides that any requirement that undocumented immigrants who are seeking asylum in the United States be sheltered in a certain locality or localities shall only apply to those towns, cities, and counties that opt-in to such requirement through the adoption of a local law or ordinance; defines the term "sheltered" as including, but not limited to, being temporarily or permanently placed into housing, dwelling, or living quarters by a state or local governmental entity.
Requires the notice to crime victims of case disposition to inform the victim of the right to attend interviews between the board of parole and the incarcerated individual in cases where the final disposition includes a felony defined in article one hundred twenty-five of the penal law that results in the commitment of the defendant to the custody of the department of corrections and community supervision for an indeterminate sentence; requires the board of parole to review victim impact statements, failure to review such statements shall make a hearing by the board of parole invalid.
Requires that local governments comply with a detainer request issued by a federal law enforcement agency; requires that such local government not interfere with the ability of federal law enforcement officials to conduct enforcement activities at municipal or county jails in furtherance of their duty to enforce federal laws.
Establishes the reclaimed asphalt pavement pilot program for the purpose of utilization of reclaimed asphalt pavement in the construction or improvement of state and municipal highways or bridges.
Permits contracts for the purchase of rock salt or sodium chloride mined or hand harvested in Canada to be awarded as if such rock salt or sodium chloride was mined or hand harvested in the United States.
