Provides that $1,600,000 of any funds from gaming devices located within the county of Niagara shall be transferred to the Niagara county industrial development agency for use to fund downtown economic development initiatives within the city of Niagara Falls.
Establishes the crime of aggravated offering of a false accusation against a police officer or peace officer for knowing the information reported to be false or baseless, such person reports, by word or action, to a law enforcement officer or agency, the wrongdoing by a police officer or peace officer in the performance of such officer's duties; requires the posting of bail.

Directs the New York state thruway authority to discontinue the collection of tolls at the Grand Island bridges in the Niagara section of the Governor Thomas E. Dewey Thruway.
Establishes tuition awards for members of the reserved armed forces of the United States; provides eligibility for such tuition benefit shall be determined by the education services offices of the division of military and naval affairs; restricts such tuition benefit to legal residents of the state; establishes a tuition award account.
Provides that the next appointed trustee of the power authority of New York state shall be from Niagara county and provides for a permanent trustee from such county on such authority.
Requires the commissioner of parks, recreation and historic preservation to provide for the health, safety and welfare of the public using facilities under its jurisdiction, which shall include ensuring a minimum staff of three hundred eighty-five permanently appointed, full time regional state park police officers at state parks, beaches, campgrounds, historic sites and concert venues; makes related provisions.
Relates to monies appropriated and received each year by the state as a portion of the negotiated percentage of the net drop from electronic gaming devices the state receives.
