Deems home instruction which is compliant with the provisions of article 65 of the education law and the home instruction requirements prescribed in the commissioner of education's regulations to be substantially equivalent in amount and quality to the instruction given to students of like age and attainments at the public schools of the city or district where the student resides.
Prohibits the sale of kratom to individuals under the age of twenty-one; imposes a civil penalty of not more than five hundred dollars for the sale or provision of kratom to any person under the age of twenty-one.
Requires insurers to provide insurance coverage for treatment of rare diseases, life-threatening conditions or diseases, degenerative and disabling conditions, or diagnoses involving medically fragile children, by a provider of the patient's choice.
Requires utilities to notify property owners prior to beginning any non-emergency construction or other work that may interfere with a property owner's ability to use, or access such owner's property; requires notice to include, but not limited to, a description of the work to be performed, the expected duration of such work, the location of such work, any road closures or detours that may occur due to such work, any action that may directly and materially impact the use of such property, and the contact information for the utility performing such work; provides notice may include electronic communications, signage, and written materials; exempts cases where a natural or man-made disaster or state of emergency occurs.
Requires the commissioner of health to promulgate regulations requiring that the addition of, decertification of, or changes in the method of delivery of perinatal services by a general hospital be subject to an application under article 28 of the public health law that requires review and approval by the council.
Prohibits employers from requiring low-wage employees to enter into covenants not to compete; requires employers to notify potential employees of any requirement to enter into a covenant not to compete.
Relates to electronic financial disclosures of members and candidates of the legislature; requires creation of electronic version of disclosure statement; directs the commission on ethics and lobbying in government shall make available an editable, electronic, readable and searchable version of the annual statement of financial disclosure by January 1, 2026.
Creates the state office of the utility consumer advocate to represent interests of residential utility customers including a proposed change of rates, charges, terms and conditions of service, the adoption of rules, regulations, guidelines, orders, standards or final policy decisions.
Provides parity to durable medical equipment providers by requiring Medicaid managed care organizations to reimburse such providers at no less than one hundred percent of the medical assistance durable medical equipment and complex rehabilitation technology fee schedule for the same service or item.
Provides for the initiation of treatment for COVID-19, influenza, and pharyngitis resulting from a Group A streptococcal infection by a licensed pharmacist in certain circumstances.
Increases foundation aid for school districts that meet five variables impacting academic success: free or reduced lunch, English language learners, wealth ratio, enrollment, special education, and being located in a high wealth ratio county.
Establishes a civil remedy for the protection of animals denied proper care by creating a special proceeding in the supreme court that will hold owners and caretakers liable if such animals under their care are mistreated.
