Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
Increases the handling fee paid by a deposit initiator to a dealer or operator of a redemption center from three and one half cents to five cents per container; decreases the amount of quarterly payments a deposit initiator must pay the commissioner of taxation and finance from eighty to forty-seven percent of the balance of initiator's refund value account; provides for registration as a redemption center.
Permits those licensed to carry or possess a pistol or revolver or to purchase or take possession of a semi-automatic rifle or licensed to hunt wildlife to purchase or take possession of ammunition without requiring contacting the statewide license and record database.
Directs the commissioner of motor vehicles adopt rules and regulations for the registration of, and issuance of special license plates and stickers for, electric motor vehicles; establishes a period of free parking for electric motor vehicles in a city with a population of one million or more persons; provides for decreased bridge and tunnel tolls for electronic motor vehicles utilizing certain bridges and tunnels in a city with a population of one million or more persons; establishes a period of free parking for electric motor vehicles at certain facilities and provides for decreased bridge and tunnel tolls for electronic motor vehicles utilizing certain bridges and tunnels operated by the Port Authority of New York and New Jersey; directs certain entities to coordinate regarding the provision of certain information.
Establishes the rural equity assistance program to promote and facilitate community and economic development in the small towns and rural areas of the state.
Establishes the sector partnership enhancement and reinforcement program to assist in the identification of target industry clusters and employers for creation of new local sector partnerships and to provide grants to emerging and existing local sector partnerships and to community colleges seeking to establish local sector partnerships for recruitment activities; makes an appropriation therefor.
Requires a New York state driver's license or non-driver ID, a United States passport, an identification card issued by a United States educational institution, a United States military identification card, a government issued medical card, or any identification card issued by the United States or the state of New York to be presented when casting a ballot.
Authorizes the commissioner of health to make adjustments to payments for the provision and reimbursement of transportation costs for the purposes of providing increased access to Medicaid Basic Life Support, Advanced Life Support Level 1, Advanced Life Support Level 2, and Specialty Care Transport in rural communities.
Establishes a state frontotemporal degeneration registry; defines terms; requires every physician, nurse practitioner, nurse physician assistant and general hospital that diagnoses or is treating a patient diagnosed with an FTD disorder to give notice to the department; requires certain information to be confidential; sets forth the duties of the commissioner of health; requires the department of health to create and maintain a webpage.
Authorizes school districts to submit an opt-out waiver to the commissioner of education authorizing such districts to opt-out of certain zero-emission school bus requirements.
Includes retirement plans in the exemption for pensions and annuities for certain persons; increases such exemption to one hundred thousand dollars as adjusted by the consumer price index annually.
