Enacts the tropical rainforest economic & environmental sustainability act requiring that companies contracting with the state do not contribute to tropical forest degradation or deforestation directly or through their supply chains; establishes the supply chain transparency assistance program to assist small and medium-sized businesses and minority and women-owned businesses in achieving compliant supply chains.
Extends eligibility for the farm employer overtime tax credit to certain professional employer organizations that are in a contractual relationship with an eligible farm employer.
Expands the definition of mental health care provider to include licensed mental health counselors and licensed marriage and family therapists, for purposes of certain sex offenses committed during a treatment session, consultation, interview, or examination.
Provides state aid to certain municipalities to offset tax exempt land, and certain housing and infrastructure costs for the state fiscal year beginning April 1 next succeeding the effective date, and each fiscal year thereafter; directs the director of the budget to create a formula for the amounts of such aid, and to select municipalities to receive such aid.
Establishes the advanced initiative in mental health careers program to increase access by underrepresented or disadvantaged students to certain post-baccalaureate academic programs that prepare students for licensure in mental health professions and employment in mental health fields.
Requires the department of transportation to develop an updated New York state bicycle and pedestrian plan adapted from the department's nineteen hundred ninety-seven New York state bicycle and pedestrian plan, to be re-evaluated and updated every five years.
Establishes the New York long term care trust program to provide long term care benefits for eligible residents who have paid the required premium contributions and are in need of assistance with at least two activities of daily living as determined by the department of health.
