Authorizes two or more contiguous municipalities to create a broadband union district for the creation, administration, and maintenance of broadband infrastructure and services within such district; provides for governance, funding, powers, limitations, and related provisions for broadband union districts.

Prohibits public entities from contracting with airlines that transport individuals who have been detained by U.S. immigration and customs enforcement without being afforded due process rights; prohibits certain sales and use tax exemptions on fuel sold to an airline that transports individuals who have been detained by U.S. immigration and customs enforcement without being afforded due process rights.
Requires the New York state bridge authority, the Triborough bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
