Authorizes the state university of New York at Stony Brook to lease certain lands for the purpose of developing a facility to support research and development to address the national semiconductor chip shortage and related environmental sustainability issues.
Authorizes Frank Lyburd III, Brian McNamara, Peter J. Jacobs, Roman S. Wilinski, Alex U. Chenche and Tara Tandy, police officers in the town of Southold, county of Suffolk, to receive certain service credit under section 384-d of the retirement and social security law.
Provides that a certified copy of a birth record shall be issued upon a specific request therefor by a person with a direct interest in the content of the birth record and that the information contained therein is necessary for the determination of personal or property right.

Exempts the chief of police of the town of Southampton, county of Suffolk, from mandatory age requirements; authorizes such chief of police to remain in service until such member has attained the age of 65.
Allows schools and camps to implement a policy to administer over-the-counter medication to students and children attending such schools or camps upon written request by such students' and children's parents or guardians.
Allows the alteration or repeal of real property tax exemptions for certain private institutions of higher education by the passage of a private bill by the legislature and approval by the governor.
Permits the legislature to alter or repeal certain educational institutions' tax exempt status if such higher education institution fails to expel, suspend, bring charges of a hate crime or otherwise appropriately apply disciplinary action against any individual or group who knowingly and intentionally, while using the property or other resources of such institution, establishes a culture of bias or promotes acts of discrimination or allows for the reckless endangerment of an individual's physical health or safety.
Provides protections for telecommunications tower technicians, including requiring certain trainings during work hours without a loss of pay; requires certain reporting by bidders for telecommunication contracts.
Prohibits state funding of any degree-granting institution of higher education if such institution permits terrorist organizations or activities in support of such organizations on campus; prohibits any student group or organization of receiving funding from the degree-granting institution if such group or organization directly or indirectly promotes, encourages, advocates, or engages in any terrorist advocacy or activities on campus.
Includes aggravated cemetery desecration in the second degree and aggravated cemetery desecration in the first degree as specified offenses for purposes of hate crimes.
Enacts the college student suicide prevention act to provide for policies, guidelines and training opportunities to effectively and appropriately prevent student suicide, intervene in crisis situations, and support college communities in postvention.
