Relating to prohibitions on the manufacture and provision of abortion-inducing drugs, including the jurisdiction of and effect of certain judgments by courts within and outside this state with respect to the manufacture and provision of those drugs, and to protections from certain counteractions under the laws of other states and jurisdictions; authorizing qui tam actions.
Relating to the repeal of or limitations on certain state and local taxes, including school district maintenance and operations ad valorem taxes, the enactment of state and local value added taxes, and related school finance reform; imposing taxes.

Amending the House Rules of Procedure to authorize additional constitutionally compliant, proportional penalties for members absent without leave for purpose of impeding the action of the House that do not unfairly impair members' representative functions.
Amending the permanent rules of the House of Representatives to remove the political party restriction on the vice-chair of a standing committee and to provide that the vice-chair of a committee does not receive a separate budget for that position.
Relating to the authority of a political subdivision to propose for voter approval the issuance of general obligation bonds for a purpose rejected by voters at a bond election held during the preceding two years.
Relating to an exemption from the requirement to obtain a permit from the Texas Commission on Environmental Quality for certain dams or reservoirs operated and maintained for the purposes of erosion, floodwater, and sediment control.
