Establishes a program for eligible zero emissions energy systems to promote private sector investment for the purpose of meeting the target that by the year two thousand forty the statewide electrical demand system will be zero emissions.
Prohibits the release of a consumer's electrical or gas consumption data to any police officer, or private, local, state or federal law enforcement entity without a judicial court-ordered subpoena, warrant or the consumer's written consent.
Establishes the New York state renewable reclamation projects program to stimulate the development of renewable energy on certain brownfield sites, dormant electric generating sites, and real property.
Permits any child who is at least fourteen years of age to have administered to themself, regardless of parental consent, certain immunizations required or recommended by law.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
Provides parity to durable medical equipment providers by requiring Medicaid managed care organizations to reimburse such providers at no less than one hundred percent of the medical assistance durable medical equipment and complex rehabilitation technology fee schedule for the same service or item.
Provides additional protections for sensitive health information and requires all health information networks, electronic health record systems, and health care providers to provide patients with a right to restrict the disclosures of such patient's health information; defines terms; provides for exceptions.
