Requires certain health insurance issuers to certify that at least a majority of prescription drug rebates are provided to patients at the point of sale.
Relates to securing payment of wages for work already performed; creates a lien remedy for all employees; provides grounds for attachment; relates to procedures where employees may hold shareholders of non-publicly traded corporations personally liable for wage theft; relates to rights for victims of wage theft to hold the ten members with the largest ownership interests in a company personally liable for wage theft.
Establishes the baby bucks allowance to provide income to eligible participants for the last three months of pregnancy and the first 18 months of the child's life; excludes income received from the baby bucks allowance for purposes of supplemental nutrition assistance program eligibility.
Requires additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or their employer, paid compensation of over $500 in the preceding calendar year and the amount of compensation paid; provides for the disposition of campaign funds.
Prohibits a person currently employed by the governor in the executive chamber or employed as a lobbyist from being appointed to a position that requires approval of the senate.
Provides that the failure to report a release of hazardous substances is a class A misdemeanor and any such subsequent violation shall be a class E felony.
Prohibits hospital interference with patient care where the practitioner is acting in good faith and within the scope of their practice; defines emergency medical conditions; requires appropriate medical screening and stabilizing treatment of persons in an emergency department, including pregnant persons, or appropriate transfer.
Prohibits and regulates the discovery and disclosure of immigration status; prohibits police officers, peace officers, school resource officers, probation agencies, state entities, state employees, and municipal corporations from questioning individuals regarding their citizenship or immigration status; regulates the disclosure of information relating to immigration status.
Enacts the "fair college admissions act"; prohibits legacy admissions policies at colleges and universities in New York; declares such policies and practices to be discriminatory and inequitable.
