Relates to false or misleading advertisements of food and food products; provides factors to determine whether an advertisement is false or misleading; provides for enforcement and a private right of action.
Expands eligibility for victims and survivors of crime to access victim compensation funds by removing the mandatory law enforcement reporting requirement, providing alternative forms of evidence that would show that a qualifying crime was committed and the confidentiality of certain records.
Relates to motions to vacate judgment; authorizes filing motions to vacate judgment due to a change in law; authorizes motions to vacate judgment to be filed at any time after entry of a judgment obtained at trial or by plea; relates to the requirements of discovery.
Prohibits the search, with or without a warrant, of geolocation and keyword data of a group of people who are under no individual suspicion of having committed a crime, but rather are defined by having been at a given location at a given time or searched particular words, phrases, character strings, or websites.
Requires entities responsible for the provision of vital services to coordinate and work expeditiously to restore service whenever such service is interrupted; includes gas as a vital service.
Establishes the "tenant opportunity to purchase act"; prevents the displacement of middle and lower-income tenants in New York and preserves affordable housing by providing an opportunity for tenants to own or remain renters in the properties in which they reside.
Establishes application processing and review requirements for reprieves, commutations and pardons by the governor; requires the governor to provide: a written notification that the application has been received; a receipt number that the applicant can then use to check on his or her application status; guidelines for supplementing the application with additional or updated information; and a notification when a decision is made on the application; requires quarterly reports to the legislature regarding reprieves, commutations and pardons.
Provides that no incarcerated individual in any state or local prison, penitentiary, jail or reformatory shall be compelled or induced to provide labor against their will.
Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to disclose the measurement of PFAS chemicals found in any discharges from outfalls.
Relates to returnable bottles; adds noncarbonated soft drinks, certain noncarbonated fruit or vegetable juices, coffee and tea beverages, carbonated fruit beverages and cider to the definition of "beverage"; provides that beginning April 1, 2026, the handling fee will be six cents for each beverage container accepted by a deposit initiator from a dealer or operator of a redemption center.
Establishes the public water justice act; prohibits sale of waters of the state unless otherwise specifically authorized; establishes a public water justice fund for royalties and fees collected from persons or entities authorized to sell waters of the state.
Relates to expanding the persons responsible for reporting cases of suspected child abuse to include employees, volunteers, or agents of any corporate entity having an agreement with a municipality as a tier II facility or any other shelter providing temporary housing to persons under the age of 18.
