Defines step therapy and prohibits certain groups and agreements from requiring prior authorization or a step therapy protocol when prescribing certain medications.
Requires coverage for residential/inpatient mental health services for detox/stabilization/substance abuse disorders without preauthorization or be subject to concurrent review during the first 28 days.

Establishes a housing land bank program with the goal of creating affordable housing in the State of Rhode Island. The housing land bank would have the authority to buy, receive and hold property in furtherance of this goal.
Authorizes the department of housing to issue bonds in the amount of $50,000,000 with a maturity date not to exceed 20 years, to establish the housing production revolving fund, to promote the development of housing and ensuring more affordable housing.
Prohibits the charging of any fees to a senior citizen who is 65 years of age or older for a hard-copy paper bill, invoice or statement. The violation of this provision would be a deceptive trade practice subject to a $500 fine.

Provides amendments relative to the permitting authority of, and acceptable forms of financial security permissible for construction and/or improvement guarantees relating to the completion of required public improvements.
Prohibits a peace officer, as defined in ยง 12-7-21, from employing threats, physical harm, deprivation, deception, coercion, or psychologically manipulative interrogation tactics during the custodial interrogation of a juvenile.
