Establishes rental vouchers for working families; provides definitions; allows for families to make an application for rental vouchers at the appropriate social services district or any facilitated enrollment site authorized by the office of temporary and disability assistance; sets forth eligibility requirements.

Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to any and all initiatives regarding the promotion and advancement of fatherhood, including but not limited to all marginalized fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy.
Provides that individuals requesting and obtaining a veteran notation on such individual's driver's license or non-driver identification card shall be advised that the department of veterans' services and local veterans' service agencies provide assistance to veterans regarding benefits under federal and state law.
Provides that cities having a population in excess of one million shall not supersede state provisions relating to the state law prohibition on individuals standing or parking a vehicle within twenty feet of a cross walk at an intersection.
Requires all municipalities with a population of five thousand or more to implement SolarAPP plus by January first, two thousand twenty-six, for features supporting residential building permits for solar photovoltaic systems, energy storage systems paired with a residential solar energy system, main electric panel upgrades, and main electric panel derates.
Extends certain provisions of law relating to requiring regulations to permit tuition waivers for certain firefighters and fire officers for CUNY until July 1, 2026.
Relates to the hours adult-use cannabis shall be sold for on-site consumption; provides cannabis products shall only be sold for on-site consumption between the hours of 11 a.m. and 11 p.m.
