Provides that cities having a population in excess of one million shall not supersede state provisions relating to the state law prohibition on individuals standing or parking a vehicle within twenty feet of a cross walk at an intersection.
Relates to the distribution of fire insurance premium taxes; provides that a percentage of fire insurance premium taxes be paid to the treasurer of the NYS Professional Firefighters Association to promote, support and maintain the well-being of paid professional firefighters employed in the state.

Directs the division of criminal justice services to study, evaluate, and make recommendations concerning instances of police brutality in the city of Rochester.
Provides that no police officer shall arrest, restrain, or otherwise subdue a child who is thirteen years of age or less while effecting the arrest of the parent or guardian of such child; provides that all police officers present at the scene of arrest shall have an affirmative duty to keep such child safe, and shall permit the person being arrested to communicate with such child up until such person is removed from the scene.
Relates to providing information to patients and the public on hospital rule-based exclusions; requires the commissioner of health to collect from each hospital a list of its hospital rule-based exclusions and publish such information on the department's website.

Moves from the Office of Court Administration (OCA) to the Division of Criminal Justice Services (DCJS) responsibility for certifying, establishing and implementing standards for pretrial services agencies of the state.
Excludes certain actions or omissions from qualifying as unlawful dissemination or publication of an intimate image when such actions or omissions are in connection with the reporting of or investigation into potentially unlawful conduct.
