Requires local governments to prepare and adopt an affordable housing plan no later than December 31, 2024; defines local government as a city, town or village; requires plan to identify the regional need for affordable housing, as well as such need within the local government; makes related requirements; directs such local governments to hold at least one public hearing on the draft plan and one public hearing on the final plan; makes related provisions.
Requires municipalities to determine whether it is in the public interest to create a comprehensive plan adapted to the special requirements of the municipality and to determine whether it is in the public interest to update such comprehensive plan at least once every ten years to ensure that such plan addresses housing needs.
Requires municipalities to include an Affordable Housing Needs Assessment to establish a data-based foundation for the creation and preservation of affordable housing in the municipality, utilizing the U.S. Department of Housing and Urban Development median income calculations, in their comprehensive plans.
Clarifies certain provisions relating to the prohibition on budget planning; allows the attorney general to apply for an order enjoining or restraining commission or continuance of violations.
Relates to the term paper ballot; provides that voters will be informed that if they have moved from the address where they were last registered, they must either notify the board of elections of their new address or vote by affidavit ballot at the polling place for their new address even if such voters have not re-registered.
Includes information on congenital heart defect births in the informational leaflets required to be given to maternity patients by hospitals and birth centers.
Requires vehicle rental agreements instruct renters to remove personal information before returning the vehicle; permits rental vehicles to have decals informing the renter to remove such information when returning the vehicle.
Requires each town, village, and city to develop a "housing action plan for everyone", including consideration of local needs and specific strategies to address those local needs.
Allows access to juvenile delinquency records for the purposes of a firearm background check; authorizes the denial of a firearm license for an applicant who is under the age of thirty and who as a juvenile was adjudicated delinquent for an offense which, if committed by an adult, would constitute a felony or serious offense.
Allows real property tax fraud to be prosecuted by expanding tax fraud acts to cover certain acts of fraud under title two of article four of the real property tax law.
Creates a presumption that certain harassing acts by an owner are intended to cause a tenant to vacate their dwelling units or to surrender or waive any rights in relation to such occupancy.
Requires the display of certain labels and warnings on gas stoves sold, displayed for sale, or offered for sale at retail to a consumer in this state; authorizes the department of state to adopt regulations regarding the placement and format of such labels; provides for penalties; authorizes the attorney general to enforce such provisions.
Establishes the bank of Rochester, including provisions related to definitions; sponsors and corporate structure; powers and restrictions; governance; charter requirements; financial and operations frameworks; transparency and financial reporting; insurance; deposits; policy mandates; ethics and financial disclosure; inconsistency with other laws; and owners not to be considered bank holding companies.
