Enacts "Jessica Lunsford act" relating to enhancing the class A-II felony of predatory sexual assault against a child by expanding the acts to which such offense applies; establishes a mandatory sentence of 25 years to life term of imprisonment; requires electronic monitoring of inmates upon release from prison.
Requires local child protective services to notify appropriate military personnel when a member of the armed forces is the subject of a report of child abuse or maltreatment; allows military law enforcement personnel to inquire of local child protective services whether any member of the armed forces is the subject of an indicated report on file with the statewide central register of child abuse and maltreatment.
Renames the state aid for certain independent institutions of higher learning to the Leonard P. Stavisky student success grants; requires certain institutions and colleges to submit a report on the use of the state aid apportionment received including how it supported student success.
Establishes the bottle redemption fraud task force to provide the governor and the legislature with information on the fraud, enforcement, and reporting requirements related to the New York state returnable container act.
Increases the cap on earnings for eligible individuals with no dependents receiving tuition assistance program awards from ten thousand to thirty thousand dollars.
Allows commuter vans to accept hails from prospective passengers in the street; provides for the repeal of such provisions upon the expiration thereof.
Relates to a study of the number of children in foster care who have a developmental disability; provides such study shall include, but shall not be limited to, the following: assessing the demographics of the children in foster care with a developmental disability, including, but not limited to, their county of residence, age, race and gender identity, and determining whether the placement of such individuals in foster care was voluntary or court ordered; evaluating the current guidelines and regulations used to oversee the placement and treatment of children with a developmental disability; and analyzing the extent to which such age-appropriate children are prepared for a transition from foster care to an independent living situation.
Establishes the "Purple Star School Program" to assist military-connected students and to recognize the value of military service and civic responsibility.
Requires the notification of a public utility company's or municipality's customers when the supply rate increases by at least forty percent and to notify such customers of bill assistance programs by posting on the utility company's website.
Relates to authorizing the payment of costs, up to eighty dollars, of diapers for an eligible child two years of age or younger for children receiving safety net assistance.
