Mandates the trustees of common school districts and the board of education of every union free school district to establish a code of ethics to be applied to the prohibition of the use of school resources for personal gain.
Provides for eminent domain reform; creates the "home and property protection act"; creates a temporary state commission to examine eminent domain laws.
Expands the provisions of the urban development action area act by amending the definition of municipality and eligible area to include any city instead of specifically applying to a city with one million or more.
Provides that a sponsoring agency must make a presentation at a public hearing before a residential facility for the disabled may be placed in a municipality.
Creates the human cloning prohibition act which makes it unlawful for any person or entity, public or private, to intentionally or knowingly perform or attempt to perform human cloning; defines terms; makes exceptions; imposes penalties for violations.
Prohibits employers from retaliating against employees for confronting an individual to prevent a theft or the unlawful taking of goods, wares, or merchandise; does not prohibit employers from training or re-training employees on policies against confrontation of theft.
Relates to providing education and outreach programs related to home visiting programs which provide support for pregnant and parenting families, and have been proven to improve outcomes for mothers, infants, and families; provides that such information shall include information on services available from such programs, eligibility, and relevant contact information.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
