Requires parental notice prior to the performance of an abortion upon an unemancipated minor; defines unemancipated minor as person less than eighteen years of age; allows for waiver of such notice in limited instances; establishes circumstances and procedures for proceedings to obtain an order waiving such parental notification.
Facilitates compliance with the sex offender registry for offenders without a registerable residence; defines "homeless sex offender" and "sex offender registration officer"; makes related provisions.

Prohibits a municipal corporation from prohibiting the issuing of a permit for the construction of any new commercial, residential, or mixed-use building on the basis that such building will be a mixed-fuel building.
Requires a government photo identification card to be presented when casting a ballot; provides for a method to receive a government photo identification card at no charge.
Requires state agencies, public authorities and public benefit corporations to provide annual reports including information on outstanding total debt for each entity, total annual debt service for each entity, annual debt issuance for each entity, and annual debt to be retired for each entity.
Provides that for members of a public pension or retirement system, accrued benefits shall not be diminished or impaired except as authorized and prescribed by the legislature.
Establishes the crimes of assault on a pregnant woman in the second degree as a class D felony and assault on a pregnant woman in the first degree as a class C felony.
Provides that non-payment of New York city taxes shall be a prima facie finding that a housing accommodation subject to the emergency housing rent control act is not a person's primary residence as claimed by the delinquent taxpayer and non-payment of NYS taxes shall be a prima facie finding that a housing accommodation subject to the emergency tenant protection act of 1974 is not a person's primary residence.
