Adopts the PA licensure compact to enhance the portability of a physician assistant license between participating states while safeguarding the safety of patients.
Adopts the Interstate Massage Compact to support the mobility of licensed massage therapists by creating an additional licensing pathway to create reciprocity among participant states and reduce the barriers to license portability.

Makes it a violation to loiter while masked or disguised by unusual or unnatural attire or facial alteration while in a group of six or more persons so masked or disguised.
Establishes certain statewide literacy education programs including standards for an early education program, statewide parents as teachers program, a reading program to provide direct support for and intervention in intensive reading intervention services, and the district reading intervention program.
