Expands the duties of the small business ombudsman, by also having the ombudsman serve as the Rhode Island commerce corporation's small business advocate.
Prohibits a private employer from mandating a COVID-19 vaccination upon any full-time, part-time, or contract employee without providing individual exemptions that allow an employee to opt out of such mandate.

Requires the public utilities commission (PUC) to produce a report by January 1, 2025 and each January 1 thereafter, on the ability for the current electric grid to handle the electrification load need to power cars, buildings, and heating of homes.
Makes several amendments relative to the affordable clean energy security act establishing the act's priority over chapter 6.2 of title 42 (the "2021 act on climate").
Requires the PUC to make public notification of any changes in eligibility or production of energy, and would direct the commission to promulgate rules and regulations to allow and facilitate the prompt public disclosure of this information.
Penalizes as a misdemeanor for the first two offenses and a felony for any third or subsequent offense for obstructing the free, convenient, and normal use of any municipal, state or interstate road or highway.
Establishes election day as a day of special observation in the State of Rhode Island. The act would also restrict the use of mail ballots in elections.

Removes the exemption from taxation granted to Bryant University located in Smithfield, RI subjecting the university to full taxation unless, the university and the town of Smithfield reach an agreement on payment in lieu of taxes on or before 6/30/24.
