Prohibits the courts from setting cash or surety bail on any misdemeanor offense but permits the court to set reasonable non-monetary conditions of bail to assure the defendant's presence in court as required and to protect the community.
Repeals 42-56-38.1 and requires the department of corrections to provide free communication services to inmates and juveniles held in residential placement or detention centers and requires that those facilities provide in-person contact visits.
Commencing 1/1/25, gradually increases the minimum wage for employees receiving gratuities from the current ($3.89) to ($14.95) by 1/1/29 and on 1/1/30 the minimum wage shall be no less than the minimum wage established by the minimum wage law.
Provides the state's share of the basic program and approved expenditures would be paid to the city of East Providence in twelve (12) monthly installments.
Prohibits the Rhode Island Public Transit Authority (RIPTA) from imposing any fares and/or charges for service provided to the general public. Effective 1/1/2025.
Requires RIDE to develop type 1 diabetes informational materials for the parents and guardians of students that will be posted publicly on RIDE's website.
Establishes a nine (9) member commission on pardons to provide recommendations to the governor as to who should receive executive pardons per the state constitution.
Directs employers to take certain actions to protect their employees who are exposed to extreme hot and cold temperatures and failure to implement or perform any of those actions would be an unlawful employment practice.
Grants a right of first offer to qualified nonprofits for the purchase of certain multi-family residential properties at market prices, within a reasonable period of time to promote the creation and preservation of affordable rental housing.
Creates the Rhode Island Individual Market Affordability Act of 2024 to help reduce out-of-pocket costs for low- and moderate-income consumers enrolled in the health insurance exchanges.
Prohibits any agreement whereby an advanced practice registered nurse is restricted in the right to practice in a certain geographic area, assist or provide treatment or establish a professional relationship with any other employer.
Requires hospitals to screen uninsured patients for public assistance and creates a pilot program for out of hospital service upon expiration of similar federal program.
