Establishes a civil cause of action for employees who are subjected to an abusive work environment; provides employers shall be vicariously liable for such work environment.
Directs the commissioner of DMV to establish a sex trafficking awareness and prevention program to provide education and awareness literature and educational materials to all drivers with a commercial motor vehicle license.
Authorizes cities and towns, except a city with a population of one million or more, to establish community preservation funds; authorizes such cities and towns to impose a real estate transfer tax with revenues to be deposited in such funds; makes related provisions.

Establishes a twenty-four hour, toll-free hotline and website for runaway and homeless youth that provides immediate support, referrals, resource lists and other information to such youth.
Provides that upon motion and after an opportunity to be heard, a court may order the defendant in a family offense proceeding to turn control of a connected device over to a family or household member or, if that is not possible, to have such connected device disabled by the manufacturer.
Requires written consent of the New York thoroughbred horsemen's association representing at least fifty-one percent of the horsemen using the facilities of the franchised corporation prior to allocation or spending of funds from certain accounts.
Includes permissible payment methods, advance consent for direct payments, and annually providing the updated rate schedule as required terms for certain insurance contracts.
