Provides that a pharmacy is obligated to properly dispense or refill a prescription for a drug or device, or a non-prescription drug or device regardless of the ethical, moral or religious beliefs of any employee of such pharmacy.
Enacts "the construction reporting pay act"; provides that each laborer, worker or mechanic in the employ of a contractor who by request or permission of an employer reports for work on any day shall be paid no less than four hours at the prevailing rate of wages.
Establishes the minimum period of time that forensic samples should be retained by investigating authorities; creates the state commission for the integrity of the criminal justice system, as an independent agency, and provides for such commission's powers and duties; relates to special fictitious name indictments; relates to requests for certain DNA test comparisons; relates to forensic DNA testing; relates to claims for unjust conviction and imprisonment; relates to DNA testing, data collection and record keeping; relates to DNA testing in felony cases.
Provides for automatic voter registration and pre-registration for persons applying for certain department of motor vehicles documentation, and for persons applying for or re-enrolling in Medicaid; allows individuals to decline such automatic registration and pre-registration.
Authorizes the office of parks, recreation and historic preservation and the office of mental health to conduct a study pertaining to a proposed expansion of the Long Island Motor Parkway trail.
Relates to employment of persons and veterans with disabilities by the state; provides up to five thousand positions may be filled by persons with a physical or mental disability and up to two thousand positions may be filled by disabled veterans and veterans with disabilities.
Directs the commissioner of the office of addiction services and supports, in consultation with the director of the state office for the aging, to develop comprehensive substance use disorder prevention, education and treatment demonstration programs for senior citizens.

Establishes the reentry assistance program; provides for eligible incarcerated individuals to receive a monthly stipend upon release from a state correctional facility; makes an appropriation of $25,000,000.
Establishes protections for adults sixty years of age or older, or at least the age of eighteen and who, because of mental or physical impairments, are unable to manage their own resources or protect themselves from financial exploitation without assistance from others.
Relates to special provisions for the operation of bicycles when approaching stop signs and traffic-control signals including steady circular red signals and red arrow signals.
Enacts the "Michael K. Williams law" to establish a grant program to incentivize counties and municipalities to reduce prison populations; makes an appropriation therefor.
