Enacts the "New York state YouthBuild act"; sets program requirements; authorizes grants to eligible YouthBuild participants; establishes application requirements.
Requires general hospitals to provide language assistance services; requires general hospitals to develop a language assistance program to ensure meaningful access to the general hospital's services and reasonable accommodation for all patients who require language assistance.
Requires employers of retail, food service or cleaning employees to give such employees 7 days' notice of their work schedule and a month's notice of the minimum hours of work; provides a private right of action to employees who are aggrieved by certain violations of such provisions.
Establishes application processing and review requirements for reprieves, commutations and pardons by the governor; requires the governor to provide: a written notification that the application has been received; a receipt number that the applicant can then use to check on the applicant's application status; guidelines for supplementing the application with additional or updated information; and a notification when a decision is made on the application; requires quarterly reports to the legislature regarding reprieves, commutations and pardons.
Relates to authorizing the payment of costs, up to eighty dollars, of diapers for an eligible child two years of age or younger for children receiving safety net assistance.
Prohibits the search, with or without a warrant, of geolocation and keyword data of a group of people who are under no individual suspicion of having committed a crime, but rather are defined by having been at a given location at a given time or searched particular words, phrases, character strings, or websites.
Establishes the clean fuel standard of 2025; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
Relates to conditional release for eligible offenders who complete post-secondary degrees or programs; provides release twelve months before the completion of the controlling minimum period of imprisonment for eligible offenders who complete post-secondary degrees or programs.
