Prohibits and regulates the discovery and disclosure of immigration status; prohibits police officers, peace officers, school resource officers, probation agencies, state entities, state employees, and municipal corporations from questioning individuals regarding their citizenship or immigration status; regulates the disclosure of information relating to immigration status.
Relates to utilization review program standards; requires use of evidence-based and peer reviewed clinical review criteria; relates to prescription drug formulary changes and pre-authorization for certain health care services.
Relates to providing information to patients and the public on hospital rule-based exclusions; requires the commissioner of health to collect from each hospital a list of its hospital rule-based exclusions and publish such information on the department's website.
Regulates the use of artificial intelligence in aiding decisions on rental housing and loans; requires a study on the impact of artificial intelligence and machine learning on housing discrimination and redlining.
Relates to procedures relating to driving while ability impaired by drugs; defines impairment and intoxication; updates procedures for field testing of drivers suspected of being under the influence of drugs to include the use of oral/bodily fluid tests; provides that refusal to submit to such field tests is specified to be a traffic infraction; makes related provisions.
Relates to clarifying which entities handle the reporting of pregnancy loss; the responsibilities of health care providers and penalties for not protecting the identities of individuals who suffered a pregnancy loss.

Includes community centers with a religious affiliation in the definition of public place for purposes of offenses against public order; includes falsely reporting an incident and placing a false bomb or hazardous substance in the definition of specified offense for the purposes of hate crimes.
