Establishes a person is guilty of assault in the second degree when such person intends to cause physical injury to an employee of New York state or any of its political subdivisions or of a public authority or a public benefit corporation while such employee is performing such employee's duties.
Relates to arbitration organizations; requires private arbitration organizations involved in fifty or more consumer arbitrations per year to collect, publish at least quarterly, and make available to the public in a computer-searchable database certain information relating to such arbitrations; prohibits financial conflicts of interest.
Requires screening incarcerated individuals for eligibility in the supplemental nutrition assistance program prior to release and assistance in applying for such programs; requires officials to seek waivers from the USDA for eligibility for such program.
Requires hospitals to permit an interpreter to remain with a deaf, hard of hearing or nonverbal patient during admission to a hospital until appropriate hospital staff is assigned to interpret.
Allows victim impact statements in New York state be video recorded; requires that the members of the parole board and all presiding commissioners for such hearing review all relevant victim impact statements prior to the conduct of a parole hearing and to sign a written attestation confirming that they have done so.
Relates to the salaries of certain teachers and aides employed by boards of cooperative educational services; puts limits on certain administrative and clerical expenses.
Requires a certified copy or certified transcript of a birth record, death record, certificate of marriage, or certificate of dissolution of marriage to be issued to the child, grandchild, or great-grandchild of a deceased person upon request; removes requirement for such individuals to obtain a court order for issuance of such records.
