Relates to participation by individuals with disabilities with respect to state employment and state contracts; requires contractors to report to state agencies regarding the utilization and participation of work on both service and commodity contracts by a person with a disability; requires such state agencies to report to the office of general services and the office of general services to report to the state procurement council, governor, comptroller and the legislature.
Permits tuition assistance program awards to be made to part-time students enrolled in certain degree granting institutions chartered or authorized by the New York state board of regents.
Requires a candidate for office to file additional information about the candidate's educational background, military service history, and employment history and provides penalties for violations.
Expands the food donation and food scraps recycling program by scaling down the annual average tonnage requirement every two years until 2028; removes exceptions regarding recycler capacity.
Relates to pharmacy services provided by managed care providers; requires pharmacy benefit managers and managed care providers to reimburse retail pharmacies for each outpatient drug, at the National Average Drug Acquisition Cost (NADAC); repeals related provisions.
Increases the amount of years of military service credit a member may purchase from three years to four years; provides that the provisions of such act shall not be subject to the requirement that the state shall make an equal payment to the retirement system.
Allows tenants to appeal judgments or orders issued against them without first being required to pay any portion of such judgment or order; postpones such payment until the end of the stay triggered by service upon the landlord of the notice of appeal or affidavit of intention to move for permission to appeal such judgment or order or pay an undertaking.
Allows a tax exemption for taxpayers in the amount of the purchase price of a fire extinguisher, fire alarm, heat alarm or carbon monoxide alarm purchased for residential use during the month of October.
Provides for due process procedures for persons who currently are placed in New York state education department approved out-of-state residential schools pursuant to the education law and the federal individuals with disabilities education act who have received an offer for transitional care or certain care prior to becoming eligible to receive such care.
Provides earnings limitations for retired police officers employed part-time by municipalities with a population of less than 25,000; permits such officer to work up to five hundred twenty hours in any consecutive six-month period, with no suspension or diminution of retirement allowance; establishes villages or towns shall report such hours and salary earned on a monthly basis.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Enacts the New York state bank act creating the New York state banking authority and New York state bank to serve New York state residents and businesses currently underserved by banking institutions.
Enacts the "private well testing act"; authorizes the department of health to promulgate rules and regulations to establish standards for the testing of drinking water from privately owned wells.
