Requires the Medicaid inspector general to comply with standards relating to the audit and review of medical assistance program funds.

Exempts adolescent offenders who displayed a shotgun, rifle or deadly weapon in furtherance of the underlying offense, or who were illegally in possession of a loaded firearm, from those authorized to be removed to family court.

Enables safe access to public roads for all users by utilizing complete street design principles.

Establishes the "earned time act" providing for time allowances against the term or maximum term of sentences imposed by the court to be credited on an annual pro rata basis.

Prohibits the use of lead ammunition in the taking of wildlife on wildlife management areas, state forests, forest preserves, state parks or any other state-owned land that is open for hunting and on land contributing surface water to the New York city water supply.

Allows the use of unmanned aerial vehicles in tracking big game that are dead, wounded or injured.

Prohibits motor vehicle manufacturers and dealers from charging a subscription fee for certain functions of a motor vehicle after the vehicle is sold; provides that any manufacturer, dealer, or agent of a manufacturer or dealer that fails to comply with such requirements shall be assessed a civil penalty not to exceed two hundred fifty dollars per point of sale for each violation.

Adds red cross vehicles to the definition of authorized emergency vehicles.

Authorizes the legislature to increase the number of justices of the supreme court in any judicial district.

Requires the department of environmental conservation to review laws and policies pertaining to free or reduced cost hunting and fishing licenses.

Requires the commissioner of health to establish regional minimum hourly base reimbursement rates for home care aides.

Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding regional public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, goals, budget and operation of group homes.

Adds the definition of consent to the terms of general use; defines it as a freely given, knowledgeable and informed agreement by a person with the capacity to reason.

Provides voting membership to existing non-voting rider representatives on the MTA Board, provides for enhanced representation of MTA riders with disabilities.

Prohibits hospital interference with patient care where the practitioner is acting in good faith and within the scope of their practice; defines emergency medical conditions; requires appropriate medical screening and stabilizing treatment of persons in an emergency department, including pregnant persons, or appropriate transfer.
