Authorizes recoupment by the state or any political subdivision of financial incentives such as awards, loans, grants or tax abatements, awarded businesses for purposes of job training, job creation or retention, or the development of business operations, upon recipient's failure to complete the terms of the incentive.
Increases the tax exemption for pensions and annuities for persons age fifty-nine and one-half or greater from $20,000 to $25,000 in 2027, $30,000 in 2028, $35,000 in 2029 and $40,000 for each subsequent year.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Requires manufactured home park owners to provide a written justification for rent increases in excess of three percent of the current rent; provides that increases in costs to justify such rent increase for ordinary maintenance or repair to meet the warranty of habitability obligations must be shown to be necessary.
Requires the use of a fire-resistant blanket, bag or container when charging a bicycle with electric assist or an electric scooter; requires sellers of such vehicles to include a fire-resistant blanket, bag, or container with the sale of each e-bike or e-scooter; establishes fines.
Requires electric vehicles, including motor vehicles, bicycles with electric assist and electric scooters, to have an automatic cutoff switch; defines automatic cutoff switch.
Requires the commissioner of motor vehicles to adopt rules and regulations requiring the issuance and placement of special stickers identifying alternative fuel vehicles having a gross vehicle weight of ten thousand pounds or less; requires such stickers to be easily identifiable to first responders as alternative fuel vehicles; defines alternative fuel.
Requires the state board of parole to provide notification to victims upon the conditional release of an incarcerated individual convicted of a crime against a member of the same family or household.
