Requires that internet providers who provide service in a municipality provide basic internet service to each residential dwelling or residential dwelling unit in that municipality at no cost.
Requires hospitals and medical facilities to notify nursing homes or assisted living facilities upon receipt of a positive COVID-19 test result for a resident of such nursing home or assisted living facility; provides penalties for violations.
Creates a private right of action for fertility fraud; adds a health care practitioner using human reproductive material from the practitioner or from a donor knowing or who reasonably should have known that such patient had not expressly consented to such use, to the crime of aggravated sexual abuse in the fourth degree; relates to the time in which to commence actions relating to fertility fraud; includes fertility fraud in the definition of professional misconduct for physicians, physician's assistants and specialist assistants.
Establishes the task force on education funding and property tax reform within the education department to conduct a comprehensive study and provide recommendations on education funding and the role of property taxes in funding New York's education system.
Requires that candidates for certain offices be residents and registered voters in the district containing the public office or party position sought at certain times during the electoral process.
Requires employees and independent contractors to notify employers and contractors within three hours after receiving a positive result of a test for COVID-19; provides penalties for violations.
Requires that subpoenas issued relating to election matters be served with a separate informational sheet that summarizes why the subpoena has been issued.
Requires the commissioner of health to promulgate rules and regulations requiring nursing homes and residential health care facilities to test all residents of such nursing homes and residential healthcare facilities for the novel coronavirus (COVID-19).
Expands eligibility for the New York state excelsior scholarship award to certain applicants enrolled on a part-time basis or in a BOCES or other approved vocational program; provides criteria for eligibility, and limits on amounts and durations for any such awards.
Directs the public service commission to formulate a process, rules and regulations for the regulation of the charges and fees of internet and cable providers.
Requires entities receiving state funding for workforce development purposes to annually file a report with the department of labor describing the number of individuals contacted, trained and hired by such entities and the status of such individuals at 6, 12, 18 and 24 months after hiring.
