Clarifies the definition of a paid firefighter to include firefighters employed by the division of military and naval affairs for the purpose of receiving certain benefits as other firefighters.

Establishes certain contract requirements involving glazing work; provides that certain contracts over one million and five million dollars that include glazing work to be performed outside of a city with a population of one million or more shall require such work be performed by North American Contractor Certification ("NACC") certified companies; defines glazing work.
Requires hospitals to permit an interpreter to remain with a deaf, hard of hearing or nonverbal patient during admission to a hospital until appropriate hospital staff is assigned to interpret.
Requires the state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing to develop and implement a training program to educate first responders on effective communication with deaf and hard of hearing individuals in emergency situations.
Establishes the New York brewery empowerment and economic revitalization credit in the amount of seven cents per gallon of beer produced in the state; sets eligibility criteria; makes related provisions.
