Relates to establishing the crime of larceny by cyber extortion which occurs when a person intends to obtain property from another person or entity located in the state of New York through the use of certain malicious software.
Requires e-mail service providers to create a service for consumers to report instances of unauthorized use of an e-mail account and to report instances of unauthorized use of an e-mail account to the attorney general's office and the local district attorney's office; establishes the crime of unauthorized use of an e-mail account as a class A misdemeanor.
Establishes the crime of criminally negligent use of real property; establishes that the commission of such crime shall constitute a class A misdemeanor.
Relates to small wireless facility development; defines terms and sets standards and fees; provides a municipal corporation may require a wireless provider to repair all damage to a right of way directly caused by the activities of the wireless provider; provides courts of competent jurisdiction shall have jurisdiction to determine all disputes arising under this article.
Establishes the commission on public officer investigation; provides for an independent commission to review matters concerning the public peace, public safety and public justice and the alleged commission of an indictable offense by certain public officials; provides that after such review, if the commission has found a substantial basis to conclude that a violation of the law has occurred, the commission shall authorize a full investigation by the attorney general.

Provides exemption for first time home buyers from a mortgage or recording tax imposed by a municipality pursuant to article 11 of the tax law; directs commissioner of taxation and finance to establish qualifications and procedures for obtaining such exemption.
