Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the commission may recommend legislation to create a state public bank for New York; makes an appropriation therefor.
Prohibits broad indemnification by a design professional of a state or local agency or political subdivision involving public work for contracts except to the extent that damages were caused by or the proximate result of the negligence, recklessness, or willful misconduct of the design professional.
Establishes the crime of criminally negligent use of real property; establishes that the commission of such crime shall constitute a class A misdemeanor.
Provides for remedies for trademark dilution; allows the court, in its discretion, to enter judgment for an amount of three times such profits and damages and/or reasonable attorneys' fees of the prevailing party.
Relates to criminal penalties for persons who knowingly advance or profit from prohibited combative sports that result in the injury of any individual.
Establishes the commission on public officer investigation; provides for an independent commission to review matters concerning the public peace, public safety and public justice and the alleged commission of an indictable offense by certain public officials; provides that after such review, if the commission has found a substantial basis to conclude that a violation of the law has occurred, the commission shall authorize a full investigation by the attorney general.
Provides for increased fines for overnight parking of tractor-trailer combinations, tractors, truck trailers and semi-trailers on residential streets in the city of New York.
Relates to protecting the communication rights of individuals with disabilities; provides that each person with a disability has the right to communicate in their preferred manner.
