Prohibits the sale and distribution of compact fluorescent mercury-added lamps and linear fluorescent mercury-added lamps on and after January 1, 2028; provides exceptions; allows for sale of otherwise prohibited lamps from existing stock acquired prior to such date.
Enacts the "taxpayer access to publicly funded research act"; defines terms; requires each agency that provides funding for direct research shall develop a public access policy.
Relates to enacting the intergenerational poverty mitigation act; creates a commission to study intergenerational poverty and a pilot program to address intergenerational poverty subject to appropriation.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Creates the "Checkout NY" pass, a comprehensive pass that allows for free or discounted use of state parks, historic sites and recreational facilities; provides one such pass to each consolidated, federated and cooperative public library system within the state free of charge for circulation.
Requires electronic cigarettes and e-liquid products to be sold in separate specific locations where only persons of at least twenty-one years of age are allowed to enter.
