Establishes the lesbian, gay, bisexual and transgender, and people living with HIV long-term care facility residents' bill of rights; prohibits a long-term care facility or facility staff from discriminating against any resident on the basis of such resident's actual or perceived sexual orientation, gender identity or expression, or HIV status.
Establishes the nail salon minimum standards council act; establishes the nail salon minimum standards council which shall investigate wages and standards within the nail salon industry and submit recommendations on minimum wages, regulations and standards for nail salon workers.
Prohibits employers from using the federal electronic employment verification system to check the employment authorization status of an existing employee or an applicant who has not been offered employment and prohibits municipalities from requiring employers to use the federal electronic employment verification system.
Enacts the birds and bees protection act; prohibits the sale of certain pesticides or use of seeds coated with such pesticides; requires the department of environmental conservation to review the latest scientific information concerning certain pesticide active ingredients.
Requires the department of health to establish and maintain the New York state community doula directory for doulas on such department's website for the purposes of Medicaid reimbursement and promoting doula services to Medicaid recipients; establishes criteria for admittance into the New York state community doula directory; makes related provisions.
Establishes a 14 member doula Medicaid reimbursement work group within the department of health to set reimbursement rates for doulas in the state Medicaid program and address other criteria related to their practice; requires the work group to conduct a study and evaluate the costs, benefits and issues that may be associated with Medicaid reimbursement for doulas and for providing doula care to Medicaid recipients; makes related provisions.
Requires the department of health to develop and maternal health care providers to distribute written information about episiotomy to maternity patients.
Requires rent concessions to be reported to the division of housing and community renewal; requires the inclusion of a statement of net effective rent for units with concessions; requires annual statements filed for the year 2021 or 2022 to include reporting of rent concessions.
Allows prospective tenants of rent controlled or rent stabilized housing accommodations to request the complete rent history of such housing accommodations.
Establishes the public housing fund to be used by the division of housing and community renewal to support existing public housing utilizing money from the real property transfer tax.
Requires homeless shelters to keep an opioid antagonist on hand at all times and trained personnel when required by when applicable law, regulation, code, or operating plan approved by a social services district or the commissioner otherwise requires employees to be at the premises, sets out the requirements for the training of those employees; develops a training plan for opioid overdoses in conjunction with a registered opioid overdose prevention program.
