Directs the division of housing and community renewal to conduct a study on alternatives to the affordable New York housing program by investigating new models and partnerships to provide affordable housing to residents of the state.
Establishes the public housing fund to be used by the division of housing and community renewal to support existing public housing utilizing money from the real property transfer tax.
Directs the commissioner of housing and community renewal, in consultation with the director of the budget and the commissioner of taxation and finance, to conduct a study to examine the efficacy of the creation of a statewide affordable housing agency whose sole mission is to directly build affordable housing utilizing state funds and employing residents of the state to accomplish such construction of affordable housing.
Reports the number of women employed in each office and/or position in the service of the state and the race, ethnicity and salary range of each such employee.
Establishes a housing succession rights task force to conduct a state-wide assessment of succession rights in rent stabilized, public housing and city or municipal owned buildings.
Allows any enrollee of the New York State common retirement fund to request a list of investment managers on contract with the office of state comptroller to make investment contracts for the office of state comptroller division of pensions, investment, and cash management and the contents of any contracts and opportunistic investment contracts made by such investment manager.
Requires insurance companies to reimburse all health care practitioners at the same rate for cervical cytology screening, including the preparation of a Pap smear; prohibits health care practitioners from refusing to provide a Pap smear during a regular annual checkup if such patient has not had a Pap smear done in the preceding twelve months.
Requires the state university of New York and the city university of New York to adopt certain provisions related to student mental health such as administering student mental health surveys, establishing a mental health committee, administering mental health training to faculty and staff, and improving university policies regarding mental health.
Enacts the New York state nursing shortage correction act; creates statewide nursing recruitment incentive and retention pilot initiatives; establishes the New York state nursing recruitment incentive and retention account.
Ensures that the office of mental health and the office for people with developmental disabilities provide materials to individuals in English and the top six languages spoken in the state.
Establishes the office for an age-friendly New York; appoints a director of such office to assist and advise New York state agencies in developing age-friendly policies for older New Yorkers.
