Creates the health insurance guaranty fund to protect covered individuals against the failure or inability of a health insurer to perform its contractual obligations due to financial impairment or insolvency.
Establishes the block by block homeownership program to provide capital subsidies for the purpose of constructing, preserving, and rehabilitating one- to two- family dwellings throughout the state, outside of NYC.

Establishes a temporary state commission to conduct a feasibility study to evaluate and make recommendations concerning the formation and control of a state public bank; provides if such study finds that the state bank is feasible, the commission may recommend legislation to create a state public bank for New York.
Directs the commissioner of health to establish demonstration projects providing for equity investment in the operation of residential health care facilities.
Establishes business franchise and personal income tax credits for a portion of the consideration paid under a contract with a minority or women-owned business.
Authorizes the institution of a suit in any court of competent jurisdiction alleging a violation of the human rights law for a period of three years after the dismissal of a complaint for administrative convenience by the division of human rights.
