Requires law enforcement agents and peace officers to record information in their memo books pertaining to the race of persons with whom they have meaningful interactions.
Prohibits participation in torture and improper treatment of incarcerated individuals by health care professionals; prohibits a health care professional from engaging, assisting or planning the torture or improper treatment of an incarcerated individual; requires health care professionals to report torture and improper treatment.
Enacts the "just energy transition act"; creates the just energy transition task force; requires a study of competitive options to facilitate the phase-out, replacement and redevelopment of New York state's oldest and most-polluting fossil-fueled power generation facilities and their sites by the year 2040.
Relates to claims for unjust conviction and imprisonment and the availability of certain benefits and entitlements to exonerees; allows for sealing of records, payment of awards and payment of attorney's fees; repeals certain provisions relating thereto.
Relates to the money deposited as bail by charitable bail organizations; removes maximum authorized amount of money allowed to be deposited by such organizations.
Relates to conditional release for eligible offenders who complete post-secondary degrees or programs; provides release twelve months before the completion of the controlling minimum period of imprisonment for eligible offenders who complete post-secondary degrees or programs.
Requires public agencies to establish preliminary license application procedures to determine whether an applicant for a license would be ineligible for such license based on criminal history; establishes time frames for public agencies to respond to such applications; requires public agencies to report information regarding granting licenses annually.
Directs the state commission of correction to promulgate rules and regulations for strip searches in correctional facilities which at a minimum include a requirement that no fewer than two staff members shall be present for any strip search.
Establishes a New York State Sound Basic Education Commission to study current educational needs and recommend a new foundation aid formula which will provide all students in the state a meaningful opportunity for a sound basic education in a cost efficient manner.
Establishes a duty to inform maternity patients about the risks associated with cesarean section for patients undergoing a primary cesarean section; establishes a duty to inform maternity patients about the reason for performing a primary cesarean section delivery.
Directs state agencies to adopt a sustainability and decarbonization program; establishes a GreenNY council which will develop sustainable procurement specifications, issue operational directives and guidance for construction, issue a waste diversion plan template for agencies and provide agencies with information on reducing use of toxic substances; requires agencies to reduce greenhouse gas emissions.
Requires the SUNY and CUNY boards of trustees and boards of trustees of community colleges to establish a policy for the awarding of posthumous degrees; requires such policy to waive any remaining credits for enrolled matriculated students who die and would otherwise have been eligible for graduation had they been able to complete their academic career.
Relates to prohibiting the sale or distribution of expanded polystyrene containers that are designed or intended to be used for cold storage beginning January 1, 2026.
