Creates the toxic information clearinghouse; provides substances hazardous to public health, safety or the environment that have been identified or listed as a hazardous waste in regulations promulgated pursuant to section 27-0903 or 37-0103 of the environmental conservation law; provides chemical hazard traits and environmental and toxicological end-point data.
Enacts the "Big Five African Trophies Act" relating to banning the importation, transportation and possession of certain African wildlife species and products.
Enacts the healthy, safe and energy efficient outdoor lighting act to reduce harmful outdoor lighting; sets standards for outdoor lighting; provides for the designation of dark-sky preserves; provides for distribution to customers by electric corporations or municipalities providing electric service of an informational pamphlet relating to outdoor lighting.
Requires the department of environmental conservation to post draft strategies and methodology developed no later than July 1, 2024; requires at least one public hearing and posting of the final goal strategies and methodology on such department's website.
Prohibits the sale of gasoline powered leaf blowers and lawn mowers in the state; requires the commissioner to promulgate rules to enact such prohibition by January 1, 2025.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Relates to providing information to patients and the public on policy-based exclusions; requires the commissioner of health to collect from each health care facility a list of its policy-based exclusions and publish such information on the department's website.
Relates to regulation of toxic chemicals in pet products; requires disclosure on information on priority chemicals; establishes the interstate chemical clearinghouse; makes related provisions.
Prohibits the use of credit history checks to ascertain the payment status of a student loan of an applicant for employment for the purposes of making hiring decisions except where otherwise mandated by law.
Directs the department of environmental conservation to promulgate standards for emission of regulated air contaminants from small electric generating sources (defined within); specifies criteria therefor; provides for a permitting requirement and an alternative permitting mechanism involving a registration process.
