Authorizes the town of Massena to issue bonds to cover the cost of pension contributions due by the town for employees of the former Massena Memorial Hospital.
Extends the authorization granted to the county of St. Lawrence to impose an additional one percent of sales and compensating use taxes until November 30th, 2027.

Authorizes a veteran's close friend or family who is reasonably familiar with such veteran's wishes to request that such veteran be buried in a state veterans' cemetery.
Establishes the congressional chartered veterans service organizations fund; provides for gifts made to such fund on an individual's personal income tax return.
