Reenacting and amending the act of July 7, 2017 (P.L.285, No.14), entitled "An act establishing the Rare Disease Advisory Council and providing for its powers and duties; and providing for duties of the Department of Health, the Insurance Department, the Department of Human Services and the Department of Education."

Authorizing the State Workers' Insurance Board to make available health insurance policies for purchase by the general public; providing for premiums; and authorizing a loan from the State Workers' Insurance Fund.

In transportation infrastructure, providing for design build best value.

In personal income tax, further providing for definitions and for income taxes imposed by other states and providing for provisions for overtime pay; in corporate net income tax, further providing for definitions, for determination of net loss deduction, for imposition of tax, for reports and payment of tax, for timely mailing treated as timely filing and payment and for additional withholding requirements, repealing provisions relating to consolidated reports, further providing for extension of time to file reports, for changes made by Federal Government, for limitations on assessments, for definitions, for manufacturing innovation and reinvestment deduction, for enforcement, rules and regulations, inquisitorial powers of the department, for retention of records and for penalties; in tax credit and tax benefit administration, further providing for definitions and providing for application of tax credits or tax benefits to a unitary business; providing for working Pennsylvanians tax credit; and, in general provisions, further providing for estimated tax, for underpayment of estimated tax and for restatement of tax liability under treaties.

In sentencing, further providing for sentencing procedure for murder of the first degree.

In general provisions relating to residential real property, further providing for definitions; in seller disclosures, further providing for disclosure form and providing for website information and for flood disclosure; and imposing duties on the Insurance Department.

In preliminary provisions, further providing for definitions; and, in creation of leases, statute of frauds and mortgaging of leaseholds, providing for website and disclosure of flood risks.

Providing for proof of fidelity insurance and surety bonds by payroll processors; and imposing a penalty.

Designating a bridge, identified as Bridge Key 8377, carrying Pennsylvania Route 53 over Bear Rock Run in Lilly Borough, Cambria County, as the Corporal James D. Sloan Memorial Bridge.

Extending the payment of death benefits to surviving spouse or children or parents of corrections officers; and making editorial changes.

In firearms and other dangerous articles, further providing for persons not to possess, use, manufacture, control, sell or transfer firearms and for abandonment of firearms, weapons or ammunition; in community and municipal courts, further providing for masters; adding provisions relating to extreme risk protection orders; imposing duties on the Office of Attorney General; and imposing penalties.

In employees, providing for mandatory firearms training for certain officers.

In liability and compensation, further providing for schedule of compensation.

Providing for adult use cannabis; imposing certain gross receipts tax and excise tax; and making repeals.
