Includes intentionally selecting a victim based on certain actual or perceived traits in the crime of murder in the first degree; provides that sentence for commission of certain provisions of murder in the first degree is death or life without parole.
Prohibits the participation of certain animals in traveling animal acts; prohibits the department of environmental conservation from issuing permits or licenses allowing participation of certain animals in traveling animal acts; excludes certain permanent performing institutions; imposes a civil penalty not to exceed $1000 for a violation.
Relates to requiring a notice to be posted regarding skimming; requires every person, firm, partnership, association or corporation who is engaged in a sales transaction and accepts electronic benefit transfer cards to place a sign at the point of sale containing a notice regarding skimming; defines terms; establishes the issuing of a warning and for additional violations a civil penalty.
Establishes liaison officers, regional contacts and campus contacts to assist college students experiencing homelessness to find housing; prioritizes access to housing; waives certain fees for students experiencing homelessness; establishes a pilot program to increase enrollment, attendance and success in college for students experiencing homelessness.
Provides that a person convicted of murder in the first or second degree, or aggravated murder, in the death of a child who is less than thirteen years old shall be sentenced to life imprisonment without parole.
Requires applicants to the department of environmental conservation for permits to disclose information concerning other permits held and/or revoked, enforcement actions, criminal convictions, fees or fines owed, and other information relating to compliance by the applicant or any corporation of which he or she is an officer, director, or large stockholder with state, federal, or foreign environmental laws or regulations and certain other laws.
Provides that no class or any other course of instruction shall be held in any institution within the state or city university on those days of religious observance known as Rosh Hashanah or Yom Kippur.
Establishes the gifted education reinforcement act to establish statewide standards for gifted education programs; requires school districts to be accountable for providing such programs.
Requires the commissioner of education to establish standards, rules or regulations requiring that all chaperones or volunteers of school trips which involve taking students out of the state or out of the country be trained in first aid and to recognize certain medical emergencies.
