Allows for certain rules and regulations to be waived in order to promulgate collaboration between mental health providers to develop programs for the benefit of the mentally ill.
Makes an appropriation of seven million dollars over seven years to the Island Park School District for the purpose of stabilizing the Island Park School District and offsetting a loss of tax revenue.

Authorizes the town of Hempstead, in the county of Nassau, to establish a speed limit of less than 30 miles per hour on certain highways in the community of East Atlantic Beach.
Dedicates the bridge over the Southern State Parkway on Deer Park Avenue between Parkdale Drive and Sylvan Road in the town of Babylon, county of Suffolk, to "Trooper Gerard B. Kane and Trooper Arthur B. Reddy".
Provides that the commissioner of education may also withhold from any district or city its share of the public money of the state for willfully disobeying any provision of law, or for such decisions, orders or regulations as aforesaid whose willful violation constitutes an immediate threat to the health, safety, education or welfare of students, employees or visitors at such common school, educational institution, school district or public school.
Requires that regular dredging of navigable waterways is scheduled in order to plan and finance to ensure the safe navigability and reliability of waterways in this state; requires a scheduled plan to be filed with DEC.
Requires each institution of higher education to make publicly available its policy on notifying the parent, guardian, or emergency contact of a student under twenty-one of certain controlled substance and alcohol violations, including rule infractions, and controlled substance or alcohol related hospitalizations or overdoses; requires such colleges and institutions to conduct regular training on the Family Educational Rights and Privacy Act.
Provides that a person may operate a fully autonomous vehicle on the public roads of this state without a human driver provided that the automated driving system is engaged and the vehicle meets certain conditions; defines terms; requires insurance and that such vehicle is registered as a fully autonomous vehicle; makes related provisions.
