Requires every public school in Rhode Island to have a school library or library media center in a permanent and dedicated space available to students in grades K-12 with a librarian available.
Requires a municipality to disclose on their official website the specific issues, details and costs of any legal action of which the town or city is a named defendant.
Establishes building safety code standards for multi-dwelling buildings and requires the development of recommendations for resolving any conflicts between fire safety codes and the building codes.
Requires coverage for residential/inpatient mental health services for detox/stabilization/substance abuse disorders without preauthorization or be subject to concurrent review during the first 28 days.
Adds multilingual learners into the determination of high-need students and provides a student success factor of twenty-five percent (25%) of the core instruction per-pupil amount and repeals the categorical funding for these students.
Requires that the school housing aid ratio shall be increased by ten percent (10%) for projects that ensure Rhode Island based minority business enterprises reach a minimum of twenty percent (20%) of the dollar value of the bid.
Submits 2024 capital development program requesting the issuance of $25,000,000 in general obligation bonds to the voters for approval at the November 5, 2024, general election.
Establishes a housing land bank program with the goal of creating affordable housing in the State of Rhode Island. The housing land bank would have the authority to buy, receive and hold property in furtherance of this goal.
Provides that any disaster response worker shall, in the course of their duties, be considered a state employee under the provisions of chapters 29 through 38 of title 28 and under ยง 9-31-8 of the general laws.
Provides that architects and other authorized disaster response workers be considered, in the course of performing their duties, state workers and be entitled to all rights in like manner as state employees.
Removes the exemption from interest rate limits provided by the Depository Institutions Deregulation and Monetary Control Act of 1980, for all loans made within the state of Rhode Island.
