Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.
Relates to the imposition of sales and compensating use taxes with respect to certain aircraft; repeals provisions relating to the exemption from sales and compensating use taxes of general aviation aircraft, and machinery or equipment to be installed on such aircraft.

Establishes a five-county, three-year pilot program enabling counties to opt-in to allow county jails to operate jail-based competency restoration services for inmates deemed unfit for trial due to mental incapacity.
Establishes a deadline for changing the location of a polling place for early voting by requiring that no location change may occur within forty-eight hours of the commencement of an early voting period unless there is a disaster or a declared state of emergency.
Provides that any charges assessed by a credit card company for late payment shall not exceed one and one-half percent of the unpaid balance of any bill or fifteen dollars.
Requires public schools in any city with a population over one million that have students practicing a religious faith with specific dietary restrictions to offer food options which meet such dietary restrictions upon the students' request.
Requires certain residential adult care facilities that house individuals with traumatic brain injuries to hold a certification or professional license or employ a resident manager who holds a current professional license as a physician, nurse practitioner, registered nurse, licensed rehabilitation professional, certified brain injury specialist (CBIS) or licensed mental health professional who is trained and experienced in the care and rehabilitation of residents with traumatic brain injury.
Relates to assault in the third degree by a person against an operator, driver or passenger on a bus, taxicab, aerial tramway, subway or other motor vehicle.
Relates to child support for children attending a college ROTC program, a military college, a military preparatory school or one of the United States military academies.
Provides for the seizure and forfeiture of vehicles, vessels and aircraft used in counterfeit goods; establishes this shall not apply to vehicles, vessels, or aircrafts that are used by any person as a common carrier in the transaction of business as such common carrier.
