Designates the county of Queens a cease and desist zone and extending non-solicitation orders to ten year periods; establishes an affirmative defense to violations of nonsolicitation orders and cease and desist zones.
Removes the state insurance fund's exemption from licensing and other requirements of the insurance law; requires the superintendent of financial services to approve the rules adopted by the state insurance fund for the conduct of its business; removes the requirement for policyholders to provide thirty days notice to withdraw from the state insurance fund.
Provides standards and procedures for determining whether or not a contractor is responsible for purposes of public construction projects, including documentation of previous experience with comparable projects, financial statements, disclosure of any professional suspensions or OSHA violations.

Relates to the oversight of immigration detention facilities; prohibits municipalities from using funds or resources for the construction of any new detention facility or the expansion of any existing detention facility without approval by the legislature; establishes a committee on immigration detention oversight.
Establishes the SAT school day program and the SAT school day fund; directs the department of education to establish and maintain the SAT school day program to enter into contract with the college board to provide the annual administration of the SATs at all public secondary schools free of charge during one regular school day.
Relates to gas station credit cards; requires gas stations charge the same rate for purchases of gasoline made by gas station credit cards as they charge for purchases made by cash.
Changes the start date of the operation and enforcement of the central business district tolling program from no earlier than December thirty-first, two thousand twenty to no earlier than January first, two thousand twenty-nine.
Provides that no policy of group accident, group health or group accident and health shall impose copayments for physical or occupational therapy greater than the copay for similar services provided by a physician.
